COMMITTEE MEETING MINUTES
June 29, 2010
The Finance, Recreation, Service, Engineering and Gorman Farm Committee met at 6:00 pm on June 29, 2010. Present were Councilmembers Vonderhaar, Smiley- Robertson, and Schaefer. Also in attendance during portions of the meeting were George Snyder, James Jeffers, Jim Bothe, Mayor Apking and Dave Nichols.
I. Finance
June Financial Report
George Snyder reported that the financial reports are incomplete because the month has not ended. So far tax receipts for June were about $750,000.00. The year- to- date receipts are down 11%. The budget was prepared projecting a 5% decline. The projected unencumbered balance for the end of 2010 is $10,500,000.00. This is down significantly from the 2009 year end unencumbered balance. George will email the complete information when it becomes available.
Lighting and Monet Projects
The bids on the lighting project are due to be opened a couple of days before the council meeting. It is recommended by the committee that the lighting project be paid out of the contingency fund. The Monet project would be paid from prior excess balances $200,000 and $100.000 from the road project fund.
Police Copying Machine Repair
There will a supplemental appropriation from the Mayor’s Court restricted fund to provide repairs to the police copying machine. The committee recommends approval.
Tuition Reimbursement
This issue was delayed. It will be revisited at the next regular committee meeting.
Tax Budget
The committee recommends adoption of the tax budget proposed by the mayor. This is a formality and the actual budget will be discussed in detail later in the year.
II. Recreation
Dave Nichols reported that the URS bicycling project, Phase I is expected to be completed by the August Committee meeting.
Additionally Dave reported that the heat exchanger for the indoor spa needs to be replaced. The Committee recommends that this repair be done as soon as possible. If a transfer ordinance is needed, Dave should work with George so it will appear on the July Council meeting agenda.
III. Engineering/Service
Jim Bothe reported that a used 17 foot wide mower that gives a finish cut has become available. This would significantly reduce the time necessary to mow the old Colonial motel lot and the Churchill lot. It could be used in other areas as well. It can cut up to 55 acres in a day. The price is $7,500 and there are funds available in the budget without council action. The committee recommended that the purchase be made.
Jim Bothe also discussed preparing the Old Fifth Third bank Building and lots for use in conjunction with the St. Rita fest. The police department will have access to the building. Certain volunteers and workers will use the parking lot. The old Hotel cannot be used because the aprons to the facility were removed.
James Jeffers reported meeting with Jay Hamilton of ODOT about the interface of the Glendale-Milford Road project with the Thru the valley project. Originally the Thru the Valley plan was to extend to the railroad bridge. That is no longer the case. It will extend to Evendale Drive. So, the current plan is to do resurfacing all the way to the I-75 bridge. Between Evendale Drive and I-75, the grinding, base repair, and guard rail repair will be kept to a minimum.
Mr. Hamilton also provided James with a copy of the GE letter raising issues about the Thru-the Valley project. It is available from James.
James Jeffers also indicated that some seal coating on Reading Road and a slab for the fuel tanks is in the Glendale-Milford Road project. Those will be done shortly. There is a hold up currently at the Norfolk-Southern Bridge due to a change in personnel at the railroad. It is hoped that this will shortly be resolved.
An item which will appear on the July Council meeting agenda is an easement for the So-Lo project. The committee recommends approval of the easement.
Finally, Councilmember Vonderhaar brought up the timing on the left turn light from Glendale- Milford Road to South Bound I-75. James indicated that it is controlled by ODOT. Jim Bothe indicated that Bill Mechley has been in contact with ODOT about the timing issues with that traffic light.
IV. Administration
After discussion concerning the Mayor’s new Property Maintenance Code, Councilmember Schaefer was suggested that the Solicitor ask Kathy Farro, the planner who works with the Planning commission, to prepare a summary of changes that adoption of the code would mean to Evendale. The committee concurred in this recommendation.
